2005 6.0 Crank-No Start Bad HPOP

Crank No-Start 95 6.0L F250:
Diagnosed by Ford Garage as bad High Pressure Oil Pump (HPOP).

HPOP only making 280-320lbs per ICP, IPR not maxed at 85% when cranking and showing 14.5% with key on. FCIM MP 48,5-49V key on and crank. We have GOOD SYNC.

Dealer indicates bad HPOP - I install reman'd HPOP w/ STC and reman IPR (STC & IPR included with new HPOP) STC set tool used correctly and both STC and Pump o-rings replaced.

Still Crank no start (I know it takes really long time to prime HPOP and we have cranked her thought two complete battery drains/re-charges)

SCANGAUGE shows following currently:

Injection clatter good

FICM MP 48.5V Key on and 49V Crank
SYNC Good
ICP 4-5 Key on, 7-9 Crank
IPR 14.5% Key on 84.5% crank

I am thinking new IPR is bad or new HPOP bad or Both. OR perhaps we simply have not cranked long enough to prime HPOP.

Any thought from you would be extremely helpful.

An air test would be a very good thing to do right now to check for high pressure oil leaks.
