Had a 12 fusion with a "wont switch from vent to floor to defrost" issue. You have to remove the instrument panel just to diagnose the issue.

The actuator is an assembly that has a cam on the back of it. This cam operates 3 doors. Theres another actuator that mounts to it that controls the fourth door. To get to the actuator assembly, and remove it to see if a door is broken or binding, instrument panel removal is necessary, no other way possible.
