Hate to say anything without personally looking at it...but from what you are describing, it's sounding like it...might be the starter drive hanging up as well.

I would consider lifting the rear wheels off the ground or disconnecting the driveshaft to make sure it's not something in the transmission either..

In my own world
Pull the starter, and see if the teeth are missing broken off the starter or flywheel. Take a screwdriver, and turn over the flywheel while the starter is out.
