Full time means it is always in four wheel drive, but there is some "slip" so that you can turn, and go around corners without a problem on a hard surface

Locked means that all 4 wheels are "locked" in, and the drive train won't slip. This is used when the surface is slippery, because the drive train will bind if it's not
 
Thanks for the help!! Now let me ask you this hopefully you can help me out i have a 1974 Ranger XLT with full time four wheel drive withe the transfer case in Neutral only the rear wheels spin is this suppose to be like this?

If the transfer case is in N, all 4 wheels should free wheel. Make sure the gear shift is lined up with the markers properly
 
Thats another thing the marker on the steering column is not correct and needs to be fixed. how hard would it be to fix the needle so it will point to park when in park and so on?!?!
 
Realigning the NSS will fix that
