It wasn't lowered - no one changed it. I upped it to 200,000 bytes though. ~200kb.

Explain this please ..The other day I uploaded an image of my dogs
400 x 165
and it took and was showing but thought it still too big so after resizing it still smaller ,today, I tried to upload a 250 x 99 version image and it was too large with the setting being at 2kb

I know for a fact that mine is much larger than 2kb... I think you're mistaken Dennis.

I wish I took a screen shot.
It was showing as:
dimensions then pixels size as 2kb (whichever was smaller)
The image in my sig before loading was exactly 492 px x 296 px
and see how small it is now?

Ohhhh I know what the problem is...
Are you trying to upload the image to the FTF server? Try hosting it elsewhere like Photobucket or Imageshack, and then use [img] tags. This will also help save bandwidth for the FTF servers since it won't have to transfer the image everytime someone views your sig.

Well like I said, I upped it to 100x what it was. It's 200kb now, which should allow for a *pretty* large photo, especially for a signature.
