Theres been a lot of discussion all over about this special service informational message. The purpose of it is to limit cool water and/or air from flowing backward into the radiator. That can possibly create cracks. It won't do anything(in my opinion) to lessen the tank separation issue.

They have locator pins on the bottom of the radiator. If you remove one of the pins, it no longer will fail. I think that theres so much torque in the engine, that the frames will separate (or get wider) slightly. Because the locator pins are mounted on the frame, it pulls the tanks off.
