What am I doing wrong?

I bought a pair of driving lights today to use possibly on the F-SD...

Because of the weather, though, I decided to give them a test run on the Explorer.

Here's how the connection 'should' go down, according to the instructions:

Connect lights to switch lead cable, then to switch.
Connect switch ground (The lights are grounded to the metal brackets on them... more of that it a second)
Connect power lead to switch and + terminal of battery (Has in-line fuse, not blown)

After completing this for an outside of the rig test, I got nothing. Mind you this is connecting straight to the battery and grounding to the body. Seeing as how the lights aren't mounted, though, could that throw off the effect of the ground? (The brackets attached to the lights for mounting are the ground right now)

Quick and simple test for ground, use a jumper cable to ground the bracket to the battery ground. If it still doesn't work, it ain't the grounds.
