Bad Glow Plugs?

First diesel engine, 99 e350 super duty with 7.3 Powerstroke 88k miles. It hasn't been too cold lately, mid 40's to upper 50's but this thing will not start unless plugged in for almost an hour. Once its running it will start right back up. All i've done so far is two new batteries, oil/filter change and fuel filter. Is it glow plugs or i keep hearing something about a module on the fender wall? Any insight would be greatly appreciated.

Top right of the engine theres a relay. It controls the glow plugs. One large wire is hot, the other wire is hot when the key is on for up to 120 seconds. It should click if its working.
