99 Expedition 4x4 troubles

I went to put my expedition into 4x4 this weekend and found out that I had to try 2 times on the switch to get in to 4 Hi and it is not going into 4 Lo. I have the A4WD. I'm wondering if this would be the switch or the shift motor.

Check your fluid, I had that one time and my fluid was low.

Okay, I feel pretty stupid, but I needed to have it in neutral to shift into 4 LO and it worked. I don't remember having to do that with my 03 Explorer though so that's why I never thought about it. Glad I didn't have to do any work. Thanks for the replies.
