Cab metal is the same, only fenders and grill changed after 86. Interior will be different, but it should bolt up just like your 83.

The only difference I can think of is in the steering column support. It's in a different spot/shape than then one in the 83. You'll either have to used the 89 dash, or cut the column support off of both trucks and weld the one from the 83 to the 89 cab.
